Chelsea L. Jacoby, Ed.D. serves as the Director for Title IX Compliance & Sexual Misconduct and Title IX Coordinator for The College of New Jersey (TCNJ). She is responsible for overseeing the College’s compliance with Title IX of the Education Amendments of 1972 and other laws and rules relating to discrimination and sex or gender-based violence. She receives and monitors all reports of sexual harassment, misconduct, and discrimination at the College, and oversees the implementation of supportive measures, the receipt of Formal Complaints, and the handling of both formal grievance processes and informal resolution options grounded in restorative practices. Notably, Chelsea has maximized her professional experience and educational background to foster the informal resolution option by intentionally creating learning environments designed to encourage self-reflection, skill-building, and the acknowledgement of accountability amongst respondents, and the reparation of harm for Reporters. Additionally, Chelsea coordinates the development of comprehensive training, education, and awareness programs around responding to sexual violence; monitors developments in the law/best practices to inform changes to applicable policies/procedures; and provides leadership in all areas implicated by Title IX and other related laws to both TCNJ and to other institutions as a consultant with Title IX Consult, LLC.
Chelsea holds a Doctorate in Education from Rutgers University, an MS from Kent State University, and a BS from Merrimack College.
Specific Areas of Expertise
Since joining Title IX Consult, LLC, Chelsea has focused primarily on training Title IX investigators, decisionmakers, and advisors at colleges and universities and creating tools for institutions to facilitate educational learning environments for respondents intended to repair harm and encourage behavior change.
