Title IX Consult, LLC practitioners have extensive experience in Title IX and address the needs of clients nationally.  Learn more about the background of these professionals below.

Megan's breadth and depth of knowledge in higher education and K-12 compliance fields is grounded in her service as Title IX Coordinator at Palo Alto Unified School District and Notre Dame of Maryland University. In addition, she has developed and delivered Title IX compliance training (in person and online) addressing the role of Title IX Coordinator on campus, conducting Title IX investigations, and responding to reports of Title IX claims. She has also audited Title IX practices, policies and practices at universities, colleges, and K-12 districts. Megan’s background includes serving as in-house counsel for a state university and faculty member at both private and state institutions. Aside from these in-house positions, Ms. Farrell has provided risk and litigation management counseling to institutions while at United Educators Risk Retention Group and as Higher Education Local Practice Leader at Marsh, Inc.

Megan has a JD from Delaware Law School, an MBA from University of Maryland, and a BA from Loyola University of Maryland. She holds certificates in Diversity and Inclusion, Mentor-Coaching, Mediation and Restorative Justice. Megan is based in California.

Karen has 15 years of experience in K12 working for Palo Alto Unified School District (PAUSD). She started out as a substitute teacher and then joined the Human Resources department. As Credentials Analyst, Karen was responsible for the hiring process of certificated staff and interfacing with county and state credentialing agencies to ensure appropriate credentials and assignments for 900 teachers and administrators. Her last position at PAUSD was managing the daily operations of the Title IX and Civil Rights Office and working with Megan Farrell. Karen has certifications in Title IX investigations.

Prior to pivoting to education, Karen had a 15-year banking career with Union Bank as a commercial and asset-based lender, credit administrator, credit trainer and consultant. In addition to her work experience in banking and education, Karen served as PTA President, PTA Treasurer and Site Council President. Karen received her MBA in Finance from UCLA Anderson School of Management and her BA in Politics from Brandeis University. Karen is based in California.

Barbara served as in-house counsel for Goucher College for 18 years. At Goucher she worked collaboratively with senior management to address and resolve employment matters for a workforce of faculty and staff members, including counseling on hiring, disciplinary actions, terminations, performance improvement plans, union grievances and sensitive workplace investigations. She regularly advised the department of human resources on compliance with federal, state and local laws, investigated and provided responses to complaints before the EEOC and managed employment litigation involving the college.  During her time at Goucher, she worked collaboratively with colleagues and students to develop the college’s Title IX program and was responsible for overseeing all Title IX investigations, as well as Clery compliance.

Barbara holds a Juris Doctor from University of Chicago and a Bachelor of Arts degree in Economics from Calvin College.  She has been an adjunct professor at Goucher College and the University of Maryland Global Campus, and currently teaches a course on Conflict Resolution and Negotiation in the Workplace for the Welch Center for Graduate and Professional Studies at Goucher.  Barbara is also proficient in Spanish.  She is based in Maryland.

Chelsea currently serves as the Director for Title IX Compliance & Sexual Misconduct and Title IX Coordinator for The College of New Jersey. ​Prior to assuming that position, Chelsea served as the Title IX and Student Conduct Investigator for the College.​  Chelsea is a leader within the Division of Student Affairs and has the responsibility of overseeing the College’s compliance with Title IX of the Education Amendments of 1972 and other laws and rules relating to discrimination and violence based on sex/gender.  Chelsea has maximized her professional experience and educational background to develop comprehensive training and educational opportunities (in-person and online) for both TCNJ and other colleges throughout the country.  Chelsea has also developed​ informal resolution processes to manage Title IX matters that are grounded in restorative justice and encourage self-reflection, skill-building, and the acknowledgement of accountability and reparation of harm.

Chelsea holds a Doctorate in Education from Rutgers University, an MS from Kent State University, and a BS from Merrimack College.  Chelsea is based in New Jersey.
