Barbara served as in-house counsel for Goucher College for 18 years. During that time, beginning prior to the well-known 2011 Department of Education’s “Dear Colleague” letter, she worked with colleagues and students to develop the college’s Title IX program amidst the changing regulatory landscape and was responsible for overseeing all Title IX investigations as well as Clery compliance.

Barbara also worked collaboratively with senior management to address and resolve employment matters for faculty and staff members, including counseling on hiring, disciplinary actions, terminations, performance improvement plans, union grievances and sensitive workplace investigations. She regularly advised the department of human resources on compliance with federal, state, and local laws, investigated and provided responses to complaints before the EEOC, and managed employment litigation involving the college.

Barbara holds a Juris Doctor from University of Chicago. She has been an adjunct professor at Goucher College and the University of Maryland Global Campus, and has taught courses on “Conflict Resolution and Negotiation in the Workplace” and “Higher Education Law” for the Welch Center for Graduate and Professional Studies at Goucher. Barbara is also proficient in Spanish.  She is based in Maryland.

Specific Areas of Expertise

Since joining Title IX Consult, LLC, Barbara has focused primarily on conducting Title IX investigations and providing executive coaching services in the area of diversity, equity, and inclusion. She is also available to handle investigations of employment disputes (Title IX, Title VII, ADA, ADEA, etc).
